The Ocean City, dubbed World’s Haven by it’s residents, is a large underwater cave that was created when an artefact fell to Zerith. The artefact hungered for worship, and so drew down ships from he surface, It grew otherworldly moss that would sustain those who ate it, and slowly it would draw the energy from them, sustaining itself. The people saw what they wanted to see, building homes within the rocks, and even carved a great Ocean Palace leading into the caves. When the artefact pulled down the Pale Wake, with Azemar the Bored Tyrant aboard, the vampire lord took residence in the palace, while the artefact continued to exist, holding dominion over the city outside.
